Where the governments disagree on Rwanda
Assessments of Rwanda range from level 1 to level 3, a spread of two levels. United States and South Korea take the strictest view and Canada and New Zealand the most relaxed, with the largest group at level 2. A gap this size usually means the risk is concentrated in particular areas rather than spread evenly across the country.
Currency varies between sources. New Zealand's is the oldest assessment of Rwanda on file, last revised in January 2025, while the rest have been reviewed more recently.
The warnings for Rwanda are not uniform across the country. Twelve distinct areas are singled out by at least one government. Among them: Lubumbashi Province and Rubavu district. At least one of these carries the highest possible rating, meaning a government advising against all travel there while rating the rest of the country lower.
The level 3 rating from United States and South Korea carries practical weight even if your own government is more relaxed — insurers commonly price against, or exclude, travel contrary to official advice, so the rating that matters most is the one issued for your passport.
