The governments do not agree on Qatar. South Korea stands alone at level 4 (do not travel), while the other 10 governments sit lower, from level 2 to level 3. A single outlier usually means one of two things: that government knows something specific about its own citizens' exposure, or its assessment has not caught up with the others.
Every government here has revisited Qatar within the past year, the oldest review being South Korea's in March 2026, so the disagreement is not simply a matter of one source lagging behind.
The warnings for Qatar are not uniform across the country. One distinct area is singled out by at least one government. Among them: By sea in the vicinity of the Strait of Hormuz. At least one of these carries the highest possible rating, meaning a government advising against all travel there while rating the rest of the country lower.
South Korea currently advises against all travel, and that has consequences beyond the wording: most policies void cover for travel taken against your own government's advice, and consular assistance may be limited or unavailable on the ground.
