United Kingdom alone rates Kuwait at level 2. Every other government places it higher, from level 3 to level 4, with the largest group at level 3. Where one government is markedly more relaxed than the rest, the safer planning assumption is the majority view rather than the most reassuring one.
Every government here has revisited Kuwait within the past year, the oldest review being South Korea's in March 2026, so the disagreement is not simply a matter of one source lagging behind.
The warnings for Kuwait are not uniform across the country. One distinct area is singled out by at least one government. Among them: Border with Iraq. At least one of these carries the highest possible rating, meaning a government advising against all travel there while rating the rest of the country lower.
South Korea, Poland and New Zealand currently advise against all travel, and that has consequences beyond the wording: most policies void cover for travel taken against your own government's advice, and consular assistance may be limited or unavailable on the ground.
