Where the governments disagree on Romania

The governments do not agree on Romania. Germany stands alone at level 2 (exercise increased caution), while the other 10 governments sit lower, all at level 1. A single outlier usually means one of two things: that government knows something specific about its own citizens' exposure, or its assessment has not caught up with the others.

Currency varies between sources. South Korea's is the oldest assessment of Romania on file, last revised in May 2025, while the rest have been reviewed more recently.

The warnings for Romania are not uniform across the country. Two distinct areas are singled out by at least one government. Among them: Ukraine border, 20 km zone and Part of the border area between Romania and Ukraine. At least one government advises against non-essential travel to a specific area while taking a softer line on the country overall.
