United Kingdom alone rates Madagascar at level 1. Every other government places it higher, from level 2 to level 3, with the largest group at level 2. Where one government is markedly more relaxed than the rest, the safer planning assumption is the majority view rather than the most reassuring one.
Every government here has revisited Madagascar within the past year, the oldest review being Japan's in November 2025, so the disagreement is not simply a matter of one source lagging behind.
The warnings for Madagascar are not uniform across the country. Five distinct areas are singled out by at least one government. Among them: Battery Beach (north of Tulear) and Tsiribihina River banks. At least one government advises against non-essential travel to a specific area while taking a softer line on the country overall.
The level 3 rating from South Korea and Poland carries practical weight even if your own government is more relaxed — insurers commonly price against, or exclude, travel contrary to official advice, so the rating that matters most is the one issued for your passport.
