Where the governments disagree on Libya

United Kingdom alone rates Libya at level 3. Every other government places it higher, all at level 4. Where one government is markedly more relaxed than the rest, the safer planning assumption is the majority view rather than the most reassuring one.

Currency varies between sources. New Zealand's is the oldest assessment of Libya on file, last revised in November 2024, while the rest have been reviewed more recently.

The warnings for Libya are not uniform across the country. One distinct area is singled out by at least one government. Among them: Misrata District in Misrata Municipality. At least one of these carries the highest possible rating, meaning a government advising against all travel there while rating the rest of the country lower.

Ten of the eleven governments currently advise against all travel, and that has consequences beyond the wording: most policies void cover for travel taken against your own government's advice, and consular assistance may be limited or unavailable on the ground.
