Where the governments disagree on Finland
The governments do not agree on Finland. Germany stands alone at level 2 (exercise increased caution), while the other 9 governments sit lower, all at level 1. A single outlier usually means one of two things: that government knows something specific about its own citizens' exposure, or its assessment has not caught up with the others.
Currency varies between sources. New Zealand's is the oldest assessment of Finland on file, last revised in December 2024, while the rest have been reviewed more recently.
